Who are the “Pets”

In the state Duma a draft Federal law “About responsible treatment of animals.” As stated in the explanatory note, the project must “protect animals from cruelty, to strengthen the morality and humanity of society, to ensure security, rights and legitimate interests of citizens”. The document submitted by the Deputy of the state Duma Vladimir Medinsky and Chairman of the Committee on natural resources, nature management and ecology Eugene Tugolukov.

The bill deals with three categories of animals: companion animals, service animals and animals used for cultural and entertainment events.

As stated in the bill, the humane treatment of animals, that is, to “sentient beings, capable of experiencing fear and pain”, is “the conscientious performance of duties under their maintenance and education, breeding, and veterinary care, to ensure the satisfaction of their basic natural needs.”

To the owners of companion animals (i.e. Pets), artists and service animals must meet uniform requirements. Owners have enough to feed and water animals, provide their needs”in your sleep, movement and natural activity”. To torture, beat, injure animals, to hold them any painful operations and procedures without anesthetic, to set animals on humans or other animals is prohibited. To cropped ears and tails without the help of a vet is impossible – even with the painkillers. In addition, the duty of the owners is preventing an animal unwanted offspring: as expected, the owners have temporarily isolating the pet during the rut, sterilize it at all, or at least to provide the means of contraception. If the owner wants to give unneeded animal, he is obliged to find him a new owner or transfer to a special shelter.

The majority of the document devoted to the treatment of animals-companions . This animal to which one feels attachment and which contains at home, in nurseries, in shelters to meet the needs in communication, aesthetic and educational purposes. These include:

3. Horses (kept as companion animals and not used by the owner as a productive animal)

4. Pygmy hogs (mini-Pigi)

5. Home ferrets (ferret)

6. Small rodents (squirrels, fancy rats, Guinea pigs, decorative mice, hamsters, gerbils, degu, chinchilla, chipmunks, decorative rabbits)

8. Birds (Mallard duck, pheasant, columbiformes, psittaciformes, finches, weaverbirds and ovsyanikova, the hawks-Sparrow hawks and hawks-goshawks),

– small non-poisonous reptiles (chameleons, snakes, turtles, lizards, iguanas)

9. Arthropods are animals

10. Small non-poisonous amphibians (frogs, newts, tree frogs, axolotl)

11. Aquarium fish and shellfish

Settle “companions” is allowed not only in their own house or apartment, but in the stairwell, the basement, the attic, the landing – with the obligatory consent of all tenants.

A separate list in the draft law defines potentially dangerous dogs . They are:

1. American pit bull Terrier

2. South African Boerboel

3. Karelian bear dog

4. Anatolian Karabash

5. American staffordshirsky Terrier

6. Caucasian shepherd

8. The mixes of these breeds

Dogs of these breeds must be registered in the “specialized non-commercial organizations” (the rest of the animals owners can register at will) and have up to 18 months to take a General course of training. The microchip data they, like other Pets, is not required – this is done at the request of the owner.
